PROGRAM OVERVIEW
Due to a 2021 Act signed into law by President Trump that changed the IRC definition of life insurance, the effectiveness of life insurance policies utilized for income tax-free accumulation was vastly increased. As a result, one such type of policy only available to individuals who are accredited investors and qualified purchasers, private placement life insurance (PPLI), has increased in popularity for applications involving tax-efficient wealth transfer planning.
This course will examine the causes behind PPLI’s increase in use, the product’s structure and tax benefits, client suitability, statutory rules for use and the underlying investment options. A case study will detail the use of PPLI for income tax-free wealth transfer over multiple generations.
Speaker:
Jay C. Judas is the CEO of Life Insurance Strategies Group, an independent life insurance advisory firm,
and the co-author of the 2024 PPLI Market Report. He provides strategy, validation and structure to a wide range of individual and corporate life insurance clients globally. His firm does not sell products.
Jay is a former senior executive with Old Mutual Group where he served as member of the carrier’s extended international group executive as the Senior Vice President and Chief Distribution Officer of Global High-Net-Worth Distribution. He has held Senior Vice President roles with carriers Sun Life Financial, Crown Global Insurance Company, and BF&M Insurance Group.
Jay holds a JD from Rutgers University School of Law, a M.Sc. in Leadership from Northeastern University, and a BA in Communications from the University of Northern Iowa. He is a longtime member of Finseca and a board director of four life insurance companies in the UK Commonwealth.

Speaker: Nancy B. Rapoport is a Distinguished Professor at the William S. Boyd School of Law at the University of Nevada, Las Vegas, and an Affiliate Professor of Business Law and Ethics at the Lee Business School at UNLV. She received her B.A., summa cum laude, from Rice University in 1982 and her J.D. from Stanford Law School in 1985. She clerked for the Honorable Joseph T. Sneed III on the United States Court of Appeals for the Ninth Circuit and then practiced law (primarily bankruptcy law) with Morrison & Foerster in San Francisco from 1986-1991. She started her academic career at The Ohio State University College of Law in 1991. She served as Interim Dean of Boyd from 2012-2013, as Senior Advisor to the President of UNLV from 2014-2015 and as Acting Executive Vice President & Provost from 2015-2016. Boyd law students have honored her three times: as “Dean of the Year” in 2013 and as “Faculty Member of the Year” in 2021 and 2024.
